Italy Fiscal Law and Fiscat's Solution

Fiscat has been a trusted  electronic fiscal device supplier to the Italian market for over a decade. And since 2018, FISCAT has been certified by the Italian Tax Authority for four RT electronic cash register models—NEON, IPALM, SUPER and the other customized ECR and 1 RT Fiscal printer model, MAX801. The total sales volume has exceeded 100,000 units, making it one of the most popular fiscal machine brands in the market. 

Italian fiscal law are extremely complicate, here are some important requirements for hardware and software, and FISCAL FORM we would like to share with you.

Italy is the first country in the world to implement fiscal laws, starting in the early 1980s to prevent any possibility of data manipulation, as well as to protect the integrity and originality of the data. 

Between 2016 and 2017, Italy ushered in a major tax reform, which requires all machines (that is, RT device) to automatically submit fiscal data to the Tax Authorities every day, and merchants must use certified RT device - RT printers, RT cash register or RT servers. Through these devices, communication is established between the retailer and the Tax Authority's servers.

SOFTWARE

a) The technological tools through which to operate electronic storage and the telematic transmission referred to in art. 2, paragraph 1, of Legislative Decree no. 127/2015 they are called "Telematic ECRs".

b) Telematic ECRs are tools made by hardware components and software for recording, storing, processing and transmitting telematically the fiscal data introduced through input devices, as well as from additional hardware and software elements including, of necessity, a device for printing and one for viewing. The printing and display of the data must guarantee easy readability to users. Data printed and displayed they are controlled by the Fiscal Module.

c) Each piece of Telematic ECR is uniquely identified from a "matriculation number" combined with a "fiscal logo" (unique identifier) identifying the tax purposes of each model of a Telematic ECR, composed of the abbreviations RT followed by the registration number of the ECR), both attributed with the provision of approval of the relative model. There serial number of each specimen consists of a group of eleven such characters compounds:

registered and, to this end, they have a specific "Fiscal Module".

The "Fiscal Module" consists of:

1. a "non-alterable memory" (read-only) containing a program ("Fiscal firmware") for the exclusive management of fiscal data, separated from logical and functional point of view from management software;

2. a special processor that performs at least the "fiscal firmware";

3. a non-rewritable "permanent memory" capable of containing fiscal data;

4. a "working memory" designed to contain temporary data before theirs

consolidation in permanent memory.

The totalization elements above are adapted to the operational needs and in any case guaranteed over time by means of a suitable buffer battery or by systems software that can guarantee the integrity of work data.

HARDWARE

The Telematic ECR is equipped with a casing made according to configurations and number of elements established by each manufacturer on the basis of their own production and market needs, provided they are guaranteed inaccessibility. The envelope contains, in addition to the Fiscal Module, at least one printing station, excluding paper supports.

The fiscal seal consists of a self-adhesive plate, made of material such that, upon removal, it is destroyed. The RT symbol is shown on the plate followed by the manufacturer's logo.
